Sure they do (did). Seti league for years worked with DownEast Microwave on a wide range of frequency-specific projects for Amateurs. Low power calibration transmitters and transverters are former examples plus the "moon bounce". DownEast used to have a lot of pricier transcievers too (with seti league discounts), but the kits used to be reasonable. Here is the Seti league home page - but they may have dropped their deal with DownEast - as a quick google turns up little: http://www.setileague.org/ Actually a used low power RF transmitter or amp from eBay might be a better option for flexibility, as it probably ought to be driven on a low duty factor using a signal generator, rather than a continuous output.
