Oops. I must have dropped a factor of 4 or 5 somewhere. The actual "Wind Force 12 Plan" says the cost would come to 80 billion Euros per annum. The cost of generation in 2020 would be 2.45 Euro-cents/kWh, which would be cheaper than any alternative today, including coal or fission. But not unrealistically cheaper.
