Craig, Green Mountain has a lot of help from subsidies to assist their wind farm projects. Interesting history of who they are ,how they formed and  how profitable are they? LCRA has joint ventures for electric power transmission lines  construction across the state working with the power producers. Interesting these wind generating systems are all European made. Perhaps they have a leg up on the USA., or, a hand in the legislation guiding the effort at the congressional level.
