I've always regarded this idea as science fiction wearing scientific 
clothes. I noticed with interest that the author is a credentialed 
scientist. I've often wondered what would happen if the "cable" 
parted, I suppose if you were to build it over the ocean, the answer 
would be splash. This location would be a good idea, particularly 
when the liability consequences were taken into consideration.
