I think this type of thing is worth a try. If you root around on Bill's website, I think you can find a reference to the idea that hurricanes and/or tornados are electrostatically driven. This might explain
some of the anomalous acceleration.

In which case, you might want to try dropping WWII style chaff, or aluminum powder to try to short the thing out. On the other hand,
what if either idea makes it worse?
