It seems to me that it would be a simple matter to give local police officers in every town nation wide advanced remote sensing, weather monitoring and control technologies, and anti-atmospheric pollution electronic force field technologies. If local police world wide had a simple weather shield for their town as the Avengers movie hints at, then most towns would not only be warned but have a chance to prevent bad weather from occurring in their area locally.
