How would I know? It has not been independently replicated. For now we will have to take Arata's word for it. His co-author Zhang has retired, and she is presently visiting her son, but she will rejoin Arata in a few months, about the time the new cell arrives. Maybe she will be able to write more about it.
The paper makes it sounds like he just throws the switch, and the D2 with Pd reactor performs on demand.
That is my impression, too.

No idea. Arata's writing tends to be opaque -- even in Japanese. - Jed
