This is difficult stuff so I will get the idea accross with an analogy. On a hot summer day, a thunderstorm is building and the clouds are on the verge of producing lightning. A weather researcher fires a laser into the air at the highly charged cloud. This laser ionizes the air molecules between the laser and the cloud in a stright line into the cloud. The lightning now follows a path of ionization one air molecule at a time down the ionization path first very weakly as a streamer then with a little more power, and finally with the full content of the energy stored in the cloud until that energy is fully transferred to the ground and the cloud is stable once more. In this analigy, the air is the vacuum. The laser is the anapole magnetic beam. The cloud is the excited nucleus, and the ground is the soliton that created the magnetic beam. To start off, the vacuum is a complex medium in which EMF can be carried.
