They aren't testing the best argument for unconditional basic income -- an argument put forth by Charles Murray of the American Enterprise Institute in his book "In Our Hands <http://www.aei.org/wp-content/uploads/2014/03/-in-our-hands_105549266790.pdf>", which is that a key ecological aspect of the UBI is that _everyone_ in the society receive it because then, and only then, does _everyone_ know that _everyone else_ is in a position to deliver the consequent social goods -- social goods now under the control of the welfare state.
This human ecological condition is not being created by the cited experiment and therefore its failures to elicit the desired social conditions cannot be attributed to a failure of the UBI.
