Thanks for posting this Brad. This could be an important paper for all of 
physics, and especially for LENR. Let’s hope that they can publicly demonstrate 
the lithium fusion reactor in the near future.

I like this new theory for a personal reason – as it provides the detail and 
formalism needed to plug into the RPF hypothesis - which can explain the 
anomalous thermal energy in one form of LENR (the Ni-H reaction).
 
In Reversible Proton Fusion or RPF, two protons fuse for a brief instant and 
then revert back into two protons, but they are not the same two that fused. A 
quark interchange has occurred. There is no transmutation and no gamma but 
there is radiation in the soft x-ray spectrum as the result of the failed 
fusion.

Energy is released from proton mass (MEE) – which implies that the average mass 
of the proton population contains an exploitable excess mass, which provides 
many times more than chemical energy when converted. 

The RPF reaction can now be explained and quantified using QCD in conjunction 
with the Lipinski theory, which is called a “gravity theory” but is much more. 
It is a big surprise that a relativistic scalar gravity theory accurately 
describes the strong force, weak force, and hopefully - the transitory nucleon 
force between two protons (in a temporary bound state).
