Regarding Pebble Bed reactors American utilities don't want Pebble Bed reactors. These reactors have low power density. Utilities wsnt high power densities and a reactor that is as big are possible(buzzword: economies of scale). Also Pebble Bed reactors produce radioactive silver that make maintenances near impossible.
Per Peterson was designing a Pebble Bed reactor that uses lithium based molten salt (FLiBe) to keep the silver under control. This reactor type needs lots of R&D an NRC fees because it is not certified. Only light water reactors are allowed in the USA by the NRC.
