The LENR-CANR.org ISP, Jumpline.com, had blocked an IP range in response to a "heavy" cyber-attack. They did this a long time ago at the server level. They forgot to undo it. So some people in Brazil were locked out of LENR-CANR.org.
They undid this block. I suggested to Jumpline that they undo a server-level block after a month. I have cPanel access to my web pages, giving me an IP Address Deny Manager. I can block individual IP addresses. I have done this from time to time in response to attacks from Russia. I undo the blocks after a while. I had no way of knowing that Jumpline did this for parts of Brazil. The cyber attacks I have seen are intended to hack web pages to look for Social Security Numbers or something like that. However, they can be so intense they slow down the web page. They become a denial-of-service attack. - Jed
