It could be their business office and they have another building/warehouse at a different location.

I see lots of small companies in the building. If you were to put 1 MW of steam into one of those offices, in a radiator or as live steam for an industrial application, you would cook the occupants. I mean that literally; that section of the building would get hot enough to kill and cook anyone inside.
