Across many years, garage based inventors seem to have tried everything conceivable. I therefore wonder if some subtle effect has been missed.
It seems to be a version of the Sweet device. Self oscillating magnetic fields are mentioned but I have never heard of any paper on this. Whenever I see 'bifilar coils", I despair because I have never read about any well demonstrated significant/unusual effect from them. However, perhaps that is not so and there is some 'magic' here of which I am unaware.
