That being the catalytic action of potassium and carbon used to produce UDH. Also, the arc explosions that Mills uses to produce hydrinos looks very much like the method that the Proton 21 experiment uses to produce metal clusters with an atomic weight in excess of 400. I think what is going on here with Mills tech is that Mills is producing ultra dense matter(UDM). UDM is very tough and can maintain its structure and QM coherence at temperatures in excess of 90,000F. The depressed orbits of electrons is caused by "Hole superconductivity" through the Meissner effect as Holmlid postulates. This ultra dense cluster based stuff is probably what Rossi calls out as the active agent in this theory paper in Chapter 4. This hydrino tech could all be the same tech involving highly compressed coherent matter aka metalized hydrogen. This opinion is why I beleive that the Rossi SK reactor and the SunCell are basically the same reaction involving UDM. All LENR reactions may be based on UDM as Holmlid has speculated. It's all the same.
