Today the Canadian government implemented the Quarantine Act which makes self-isolation of returning travellers_mandatory_.
In my non-expert opinion, governments should have been done this globally at the beginning of Feburary (if not earlier) with travellers from China and other nations where the virus was spreading. At the same time they could have offered technical and economic assistance to the affected nations.
