[snip] The latter was supposed to be the case, the isotope is Hf-178. However AFAIK it hasn't been replicated, so is likely not true anyway.
It is supposed to work by absorbing an x-ray that lifted the nucleus from the initial energy level to a higher level. Decay from the initial level is forbidden, but not from the higher level.
