Doing some number crunching to see how a kilogram of
pretreated water could deliver the equivalent of
2 gallons of petrol (241E8 Joules from the 6.6E25
hydrogen atoms plus 3.3E25 oxygen atoms of H2O
or OH "hydroxyl" species promoted by NOx.
Considering only the H atoms, each would have to
give up ~ 22.5 eV when dropped from the 2.43E-6
meter ZPE-pumped outer orbit where they are orbiting
at c/137 = 2.189 meters/second at a "resonant frequency"
~1.43E11 Hz or 100 times the 3K 21.cm cosmic temperature
background radiation.
