From the literature on the thermodynamics of promoted
exothermic ionization and hydration of water:

http://www.wwnorton.com/chemistry/overview/ch13.htm#hydration

Nanoclusters of hydrated cations and anions can be produced using
low current electrolyzers that trigger chain reaction production of the Nanoclusters.

The bottom line is that water can be continuously circulated into
the  ionizing "pre-conditioner" from a storage tank
for enrichment,. The "Browns Gas" co-product can be stored separately.
