Talk about great minds . . . :-)

The surface is looking quite bizarre.  The bubbles rise but they do
not burst.  They don't easily turn loose of the Teflon even when you
tap on the side.  The ones floating in the surface scum are about 3-5
mm in dia.

It reminds me of a toy I had as a child.  It was a straw that you
sqeezed a glob of goop on the end and blew a plastic bubble.

I doubt you can buy it.  It was probably toxic.
