Not position but displacement.  Place a copper coil near the PM and
move the shield between the PM and the coil.  Voila!  Current flows in
the coil.

Now the real question:  "Does the Lenz effect apply?"

The other question:  "Is the energy induced in the coil greater than
what is required to move the shield?"
