Actually there is mainstream science that supports this
conclusion. Cites to follow.
Of course, I was being a bit overly dramatic, but yes, "time
alteration" (in the sense of changing an applicable time constant
with HV) is probably in tune with mainstream science as much as
anything else in the experiment itself ;-)
