Interesting contrast between the NASA Asymmetrical Capacitor Thruster (ACT) and Doyle Buehler's symmetrical capacitor or single-plate results. Note that the ACT experiments used rotation about a vertical axis as opposed to Buehler's vertical force experiments. It isn't surprising that NASA' null results in hard vacuum (except for one event where "the device moved about 1/8th turn").
