I understand it so that they alter permittivity of space and thus make gravity nonconservative. This causes motion in the air. The Russians have a formula describing permittivity. It relies on the masses of particles. A beam is sent into the medium to alter permittivity. See how inertial mass depends on € for example Richard Feynman. Imagine this as inertial mass and magnetic reluctance to be the same. Thus by altering € the mass alters. If in a piece of atmosphere the air is being lighter it will rise, there will be wind. Did anyone get this? Maybe the clouds of Libya is made the same way. David
