I don't think you need worry about heater cables. A flat plank nailed to the end
of broomstick, will do for scraping loose snow off (don't stand under it ;) ,
and ice tends to be at least translucent. Since the panels themselves are dark
blue/black, they should warm up relatively quickly once there is enough Sun
light to be useful.

Since the house is in a cold climate where snow is expected, I assume it has a
fairly steep pitch to the roof anyway.
