Interesting that there are dozens of these papers, coming out of Russia and former allies... and few from elsewhere. Not that they have anything to do with weather modification, or anything like that...

... not sure exactly what angle, exactly, our former enemies were going for, unless they know something that is not obvious. Creating ozone in the upper atmosphere is generally seen as a good thing, so perhaps one should not be cynical about their ultimate motives.

... or in the spy-vs-spy tradition, maybe the ozone is some kind of countermeasure against out "noble" intentions... HAARP and all ;-)
