Had you not specifically referred to Japanese I could read this as US
politicos and ex bureaucrats.
A look at what is taking place behind the scenes at TXU Dallas Texas , an
electric power firm, indicates all the steps are in place to take it
"private". A list of the principals reads like a bureaucrat roster... ex sec
of this and that dept of US govt.
