Indeed it seems it's not a siphon but it's hard to tell whether the
pipe coming down is really empty, it could be obstructed close to
the end to give that impression.
I just watched the video again. It does not show the bottom end of
the pipe (conveniently located behind the motor) and the 3 m loop at
the same time. However, in the shot that shows the dripping water,
it is clear the pipe winds around in various ways. It looks like no
obstruction is needed because the pipe winds around enough to lock
the water in the column. It is sealed there because the pump blocks
air entrance on that end and a water filled dip in the pipe blocks
air entry from the open dripping end.
Anyway, Joe tells the whole story when he says his motor "runs on
voltage and not current".
