Terry It is grounded, but the meaning of 'Properly' is open to interpretation.
If I myself were to question grounding I would have to go back to my early days in radio. I had an FM site in an old Nike underground bunker. This bunker had 2"x2" brass buss bars running crisscross through. The bars were all connected to a 1" solid cable that ran for over 1 mile down the side of the mountain. All connection were made with heavy braded strap. I would call the site properly grounded. For 'Most' common installations in the US with the wiring in code with a Neutral, Ground and Hot it is near impossible to get a clean ground. Ground loops are multiple. So what would you call a proper ground?
