Why not both since the piping and equipment installation can be dual purpose. The US Dept of Interior Bureau of minerals management is requesting proposals for ocean energy schemes in the US tidelands and continental shelf. A refrigeration cycle in reverse using temperature differential drives the compressor which drives the generator.. Best heat sink is salt water , a natural eutectic. Who wants to make a proposal to BLM to run a undersea pipeline out to the Hudson River canyon off NYC ?
