The negatively charged Muon (with a charge the same as that of an electron) but with a mass 207 times that of an electron might explain CF in electrolysis cells, Mills' "fractional orbit hydrino", the Correas Pulsed Abnormal Glow Discharge" PAGD, and Ed Storms' recent "anomalous particle beam" results using D2 (and H2?) in a glow discharge.
