History will be the best judge of that, but ... even as a believer in the Hydrino (as a real state of hydrogen, but probably NOT a stable state), it is easy to see that there are enough theoretical holes in CQM to deny RM of any such adulation without a very convincing breakthrough instead of more nebulous talk. Others may beat him to that breakthrough, and may never publicly credit his contribution. Too bad.
Personally - I see no present high-level genius (Dirac level) in American mainstream physics, but would like to hear-of and critque any candidate .... Now as to that political black-horse - Barack (Buraq) - he has so far to go with his enticing but green agenda (from my POV)that it is idle speculation that he can even survive long enough from the closet prejudice and duplicity of the neocons- who are buried deep in NSA CIA etc. Cynical OT joke at end. Sill if Mills can pull off a public demo in reasonable time, he deserves honorable mention. After all, even Newton had far more incorrect beliefs (alchemy etc) than correct ones (calculus). I would also say that anyone who succeeds with a major breakthrough in experimental LENR, or ZPE - if they can also mold a coherent supporting theory into the mix - might be a hero-candidate - despite not having a full ToE ... perhaps not to the highest level 'Magi' (Dirac Newton, Einstein) - as that is more of a career-long WOW, and probably requires the near-social-autism of this type of individual; but hey the next tier down is a fairly attractive place... and Ed Storms could fit into that niche with a big breakthrough - though he is probably too modest to admit it.
