The following  "peer" review came back from SPSIF.
 
"Your paper  presents an interesting theory. However, in its current form 
there is no clear  path to your conclusions. That is, there is not enough 
information presented to  convince the SPESIF reviewers of its validity. "
 
It is clear  that they don't believe in my work and never will.  Better 
writing is not  going to fix this.
I cannot  prove anything.  I can only submit evidence.  There is someone in  
between who wants to give me a chance.  He suggests such things as a shorter  
abstract, a formal introduction, and so forth.  I don't know how much power  
he has.  The fact is SPESIF reviewers are not convinced and they never will  
be.  Meanwhile the ice caps melt away.
 
I have not  withdrawn my paper yet.  I may not bother to submit an amended 
draft.   The paper I sent in is the best I can do..  I know from experience 
that 
the next  "peer" review will not be any better.  The same thing happed at the 
 Canadian Journal of Physics about 4 years ago.  I withdrew my paper, put my  
books away, and moved on with my life.  I believed that this thing would be  
different.  I started studying again.  I should have known  better.
