Are we beginning to see a new boldness eminating from our researchers in the university community? This paper dares more than it reveals but certainly "directed" as shot across the bow. Can't wait for Jones' and Harold's comments.

Dr. Jonathan Phillips is a Distinguished Professor, working at the Farris Center [supported by Los Alamos] of the U of New Mexico. He is a long-time associate of Mills from an earlier professorship at the State College of Pennsylvania. Phillips was a professor of chemical engineering and did calorimetry on some experiments sponsored by Mills before the BLP labs were established. Phillips is a co-inventor on some BLP patentes. He has perfomed inportant independant studies of BLP phenomena. The paper contains summaries of previously reported work.
