Indeed it would. If the Northern Hemisphere were iced, and the tropics increased in temperature by global warming, then wind would pick up a large part of the temperature exchange. We would have to invent new storm categories, say VI and VII, to adequately describe the worst storms. This could severely impact coastal windmills as well as the feasibility of living in coastal areas.
