Do we still know how to make tritium?

Of course.

I do not see any point to doing this. There were several definitive tritium
studies in the years following the announcement, such as Storms, Bockris and
especially Fritz Will (National Cold Fusion Institute). Will spent millions
and produced data that even Dieter Britz admits he cannot challenge.
(Although he still refuses to believe it, obviously, because otherwise he
would be forced to admit that cold fusion is real.)

I do not think that we would learn anything new by repeating these
experiments, and there is no chance they would convince any skeptics. If
Will's papers don't convince the skeptics, nothing will.

The other reason not to do this is the expense. To do these experiments
right, in a way that is highly convincing, you have to hire a staff of
experts and spend millions of dollars. You don't need to spend millions if
you have the facilities of Los Alamos or BARC available to you already, but
needless to say no such facilities are available.
