Both copies of the DIA report are now indexed by Google.

Number 1 is in the original image-only format as released by the DIA. But Google still finds text in it. I did a search for:

"Worldwide Research on Low-Energy Nuclear Reactions Increasing and Gaining Acceptance"

With and without quotes, Google found both documents, and listed them at the top of the page.

This confirms that Google does its own in-house OCR of image-only documents. However, I think it is a good idea to convert image-only files to image-over-text or text format, because that way I am in control of the OCR and I can correct mistakes.

(As it happens, I am not in control of the OCR with the DIA document, because I could not make corrections. The reasons are beyond the scope of the discussion. Anyway, you can see the OCR errors in my version of this document by copying and pasting sections of it. For example, the first paragraph says: ". . . nuclear activity and transmutation of ekments" instead of ". . . elements.")
