I think the guy writing the letter -- Jacques Read -- has in mind the hypothesis that cosmic rays or something like that trigger larger reactions. Several people have proposed that in the history of cold fusion.
Read cites G. K. Hubler, Surf. Coat. Technol., so he knows that cold fusion produces far more power than cosmic ray muons alone could produce. However, this may not be clear to a person reading this letter by itself.
