Robin linked to the wiki article on the Rance tidal plant. That's just across the water from here and I've driven over the barrage numerous times. I suppose the novel feature of the new plant is that the turbines are "free standing" and operate off tidal current, whereas the Rance has a dam that fills up then is emptied out when required for power. Building dams is expensive.
