This is much smaller, with improved OCR accuracy. It is 6.5 MB so
people should not have trouble downloading it. People were having
difficulty downloading files that were 15 to 20 MB. I saw many
partial downloads and abandoned attempts.
I fixed the problem with the 4 papers by Swartz in ICCF-4 Volumes 2
and 4. I left polite notes in the file directing the reader to the
original EPRI document and page number.
I am going to redo this one:
CSST, Hearing before the Committee on Science, Space and Technology,
U.S. House of Representatives. 1989: Washington, DC.
. . . before moving on to ICCF-3.
