Not necessarily so. 

Robin earlier alluded to the systemic problem of correlating heat to
"anything" including helium IF Mills is correct (or even partially correct)
and much of the energy comes from fractional hydrogen (suprachemical energy
instead of nuclear) which may be prior to a nuclear reaction (which is
inevitable, in any event).

In fact, there is a very good chance that there could be a good correlation
of helium to heat evolved at a mass-energy level of 24 MeV ...

1) even if 100% of helium comes from alpha decay, and none of it comes from
fusion

2) if prior to every alpha decay (of either Pd or Ni) there has already been
about 20 MeV created by UV emission due to f/H "shrinkage" (assumes the
alpha gives 4-5 MeV additional to the mix, which balances the books)

3) plus, this would be actually the expectation of a QM system where the
fusion is really a "balance sheet" reaction which supplies the energy in a
*time reversed* situation. The later scenario is a hybrid hypothesis - or a
merger of LENR, Mills, ZPE, Casimir and Fran Roarty's relativistic time-warp
hypothesis.

4) IOW a pure QM "fusion free" system is possible in which there is an
excellent correlation of heat to helium with the assumption that each alpha
seen is responsible for 24 MeV of mass-energy.
