No, I do not have a design. Yes, of course you could sell something
like this as a lab kit, novelty, or toy. Hobbyists fly thousands of
Goddard-style rockets even though the rockets have no practical use
and they are 70 years out of date.
First-generation machines are often useless toys. Automobiles and
personal computers are good examples. See my book, chapter 7, p. 64.
