One thing that popped up recently on a blog, Terry, which may or may not be
true, relates to one particular public Utility: "Connectiv" which was one
the first, and largest early investors in BLP and which is/was an
*unregulated subsidiary* of Pepco Holdings, Inc.

... with emphasis on the "unregulated"...

I will quote the blogger on the recent announcements, even though I have not
taken the time to check on the authenticity; and many blogs are notoriously
slanted, so this might not be accurate.

"This new announcement barely mentions Mills' personal friend, Peter
Jansson, of the Rowan University chemical engineering department. The long
term relationship between Mills and Jansson dates back over ten years when
Jansson single-handedly approved millions in grants to BLP when he was an
executive at Connectiv, an electric utility.

Connectiv fired Jansson, in part because of this. He then switched to
academia; but any Rowan study is NOT independent third party validation due
to this personal connection."
