If it's only going to be $100 then a more sensible approach would be a levy on
tires. The amount of tire wear corresponds reasonably well with road use, so the
more you drive the more you pay. This goes for heavy trucks too (more tires
means more road wear). Of course with the introduction of such a levy, the gas
tax would have to be lifted, as all vehicles would be paying the levy,
irrespective of means of propulsion.
