The concept of quantum mechanical tunneling suggests that a particle can, with a certain probability, bore its way through a columb barrier. Suppose, instead, the probability is indicative of a fluctuating columb field in which portals momentarily open and close. A particle that happens to be moving quickly enough and is headed in the right direction would be able to coast through an opening before it closes.
