I would rather have the 100 units operating than confiscated.

I doubt anything would be confiscated! The NRC would simply tell them they are not allowed to operate the machine without a license. I assume the machine would then be packed up and shipped to Greece, where the tests would be performed.

The NRC, like the FAA, the SEC and most other regulatory agencies, has no police power whatever. They cannot confiscate anything or arrest anyone. They cannot issue search warrants. All they can do pull your operating license (or fail to approve it in the first place). They seldom take any action. Bowing to industry and operator political pressure, they did not stop the Three Mile Island from operating even after their inspector warned repeatedly that it had a serious problem that was likely to cause an accident. (After the accident, they pushed out the technician who warned it would happen, while they rewarded upper management and officials who ignored his warning.)

Unless Rossi applies for a reactor operating license, I doubt the NRC will hear about this. I doubt he will do that. I would, if I were him, but I do not think he wants to.
