I think as a practical matter the only generating capacity that can be 
installed quickly is the aeroderivative natural gas turbine type. This 
is also cost effective and it produces relatively little CO2 per kWh of 
electricity. Japan has a great deal of privately owned generator and 
co-gen capacity which is fed into the national grid. I think it is 
mostly of this type.
