There are probably not enough to rotate. The Japanese press reported that the control room has been abandoned as too radioactive, and that people opening the valves and doing other work needed to vent the steam before adding fresh seawater can only be in the room 10 minutes, with protective clothing. Given the number of cycles they have probably done, and the number of people, 50, I think it is likely they have been severely irradiated.
