It wasn't clear to me that the spent fuel ponds require constant
circulation and heat removal through exchangers:

I would think that operators will be reviewing the locations of their
generators and switch gear to ensure their reliability in the event of
another tsunami.  TEPCo did not believe their sea wall could be
breached; so, their generators and switch gear are at grade.
