Plasma ERG like Rossi is unsure of the exact theory but is pushing ahead through engineering. Below I expanded on a recent Papp engine thread here on vortex which proposes a Mill's like odd spectrum plasma on steroids as a result of the changing pressure on noble gases in the combustion (or rather non-combustion) chamber.
